關於環團質疑廠區土壤污染調查問題，台電說明，2019年進行環評調查階段，已依法查詢協和電廠廠區非屬土污場址，並依照環評要求的範疇界定、檢測項目等規定，請顧問公司於油槽區及機組區之間進行佈點採樣，該點位檢測結果並無超標問題。

台電進一步說明，環團指出的土污資料為台電自主性提前調查。考量到協和電廠未來將由燃油改為燃氣，屆時將依照土污法第9條變更產業類別，須辦理全廠土壤污染評估調查。再者，由於協和電廠長期使用重油發電，難以完全避免污染物滲入地表，為提前掌握可能需整治的區位及範圍，減少未來施工的不確定性，台電主動展開全廠性自主調查，以全面掌握土壤狀況及後續整治作業。

台電強調，提報的環評資料自始至終都依據環評範疇界定內的採測結果呈現。至於自主檢測中部分點位出現超標現象，台電將依相關法規辦理整治，並無任何隱匿情事。
